Assignment Title: Power System Planning Engineer of the EAPP – PIU

The Eastern Africa Power Pool (EAPP) has received financing from the World Bank toward the cost of the Tanzania-Zambia Transmission Interconnector Project and intends to apply part of the proceeds for consulting services. The consulting services (the Services”) include providing the service of Power System Planning Engineer. 

The consulting services (“the Services”) of the Power System Planning Engineer will include (but is not necessarily limited to):

a)     Prepare, in collaboration with the EAPP team, Terms of Reference (TORs) for EAPP power system planning assignments/studies;

b)    Coordinate input of EAPP member countries to regional planning studies and ensure consistent assumptions are used across studies;

c)     Provide supervision and oversight on all power system planning related aspects of projects to ensure that assignments/studies are implemented as per requirements and timelines contained in the TORs;

d)    Review of all project deliverables/documents submitted by different consultants employed by the EAPP;

e)     Liaise with other Power Pools, in particular SAPP, on planning activities;

f)     Work closely with the EAPP Planning Committee to identify and fill data gaps and perform other duties as needed;

g)    Participate in relevant procurements, bid and proposal evaluations, and contract negotiations;

h)    Represent EAPP at relevant meetings and clearly present the EAPP’s position as authorized by the General Secretariat;

i)      Contribute to annual procurement plans associated with power system planning in consultation with the World Bank Team and the EAPP General Secretariat;

j)      Follow-up and monitor contracts that cover procurement of consulting firms, and different milestones defined in the contracts;

k)    Maintain, in an agreed format, records (files, emails, communication etc.) related to all power system planning projects;

l)      Prepare regular reports (monthly, quarterly and annual) on the projects and submit to the World Bank and EAPP General Secretariat through the PIU Manager;

m)   Perform any other duties as may be assigned from time to time by the PIU Manager. Collaborate and closely work with other PIU team members, designated EAPP Team, and World Bank Advisors as required.

 

 

 Required Qualifications/Competences

 

The following skills are essential for this work:  

a)     Bachelor’s degree in Electrical, Electro-Mechanical Engineering from a recognized University;

b)  Master’s degree or Postgraduate degree in Electrical, Electro-Mechanical Engineering, Business Administration, Finance, Management, or Economics will be an added advantage;

c)    A minimum of 10 years of post-qualification experience in the power sector with a minimum of 5 years at senior level encompassing planning, project procurement, implementation, monitoring and evaluation in power system planning related activities and projects;

d)    Financial and economic analysis skills; and procurement management skills (tender documents preparation);

e)     Ability to work effectively in a cross-functional team environment with a capacity to work with minimal supervision;

f)     In-depth understanding and skills in power system planning software like PSSE, DigSilent and others, interconnection operations and demand forecasting;

g)    Data gathering skills;

h)    Excellent oral and written communication skills in English; Skills in French will be an added advantage;

i)      Excellent ability in preparing reports and other project documents;

j)      Computer literacy in the use of word processor, spreadsheets and other power system planning applications relevant to power system planning;

k)    Hands-on experience with multilateral and bilateral funded projects;

l)      Experience in projects financed by external donors such as the World Bank and African Development Bank.  Knowledge of policies and procedures of the World Bank will be a plus.

The Eastern Africa Power Pool now invites eligible individual consultants (“Consultants”) to indicate their interest in providing the Services. Interested individual consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. 

The attention of interested individual consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 revised November 2017 and revised August 2018 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. 

The consultant will be selected in accordance with the Individual Consultant Selection method (INDV) set out in the Procurement Regulations. 

Duration of the Assignment 

The duration of the assignment/service is for three years, subject to 6 months’ probation period with satisfactory performance before confirmation. Continuation to the second and third years will be subject to satisfactory performance evaluated yearly. Expected start date is June, 2020.
