Consultancy Services for the Development of Market Rules and Trading Platform and Launching of the EAPP Market

The Eastern Africa Power Pool (EAPP) has received financing from the World Bank toward the cost of the Tanzania-Zambia Transmission Interconnector Project and intends to apply part of the proceeds for consulting services. The consulting services (the Services”) include the provision of Consultancy Services for the Development of Market Rules and Trading Platform and the Launching of the EAPP Market.

 The objective of the Assignment

The objective of the assignment is to prepare the necessary market legal agreements and documents to govern the operation of the EAPP market, develop and implement a trading platform for running the EAPP’s centrally organized market, implement the market, and provide technical assistance to the EAPP during the initial stage of operation (6 months). The consultancy covers a market for all 13 member countries of the EAPP. Provision needs to be made by the consultant for future market segments and integration with countries within the Southern Africa Power Pool (SAPP). Provision for integration should also be made for the prospective expansion of EAPP countries and EAPP market participants (utilities and other market participants).

Scope of Work

The EAPP aims for the consultant to build on the progress made so far in the recent work done on market design and the experience with other EAPP’s ongoing activities to develop necessary legal agreements and documents (market guidelines, agreements, market rules, market procedures, etc.) needed to establish and run the power market as well as developing the trading platform as part of Phase 1. Under Phase 2 the consultant will provide support during the initial stages of EAPP market operations.

The expected commencement date for the assignment is March 2023. The duration of the assignment shall be twenty-one (21) calendar months from the date of the contract signature. The overall resource level needed to carry out the assignment is estimated at sixteen (16) person-months for Phase 1 and sixty (60) person-hours for Phase 2. The Eastern Africa Power Pool now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:

  1. Core Business (Areas of Expertise);
  2. Years in Business;
  3. Experience similar Assignments. For each project performed, the consultant shall provide the name and contact address of the client (office and e-mail address, and telephone number), date(s) of execution, name(s) of lead and associate firms, contract amount, and financing sources.; and
  4. Technical and Managerial Capability.

Key Experts will not be evaluated at the short-listing stage.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 revised November 2017 and August 2018, and November 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

A Consultant will be selected in accordance with the Quality and Cost – Based Selection (QCBS) method set out in the Procurement Regulations.

The scope of the strategy is divided into an assessment of the training needs (task 1), development of the training program and associated implementation strategy (task 2), and delivery of a pilot training (task 3).
