Consultancy Services to Undertake EAPP Operational Readiness Phase II Study

The Eastern Africa Power Pool (EAPP) has received financing from the World Bank toward the cost of the Tanzania-Zambia Transmission Interconnector Project and intends to apply part of the proceeds for consulting services. The consulting services (the Services”) include the provision of Consultancy Services to Undertake EAPP Operational Readiness Phase II Study 

The objective of the Assignment

The objectives of the assignment are to:

  • Develop a detailed investment plan for member utilities to comply with the EAPP Interconnection Code (IC)
  • Provide technical support to EAPP member countries in the establishment and operationalization of control areas.

Scope of Work 

Task 1: Prepare an Investment plan for IC compliance (guided by model validation, additional modeling, and power system studies)

  • Task 1A Steady State Model Validation
  • Task 1B Dynamic Model Validation
  • Task 1C- Reactive Power Compensation analysis
  • Task 1D Frequency Regulation Analysis
  • Task 1E:  Preparation of investment Plan for recommendations of IC compliance study
  • Task 2: Support Establishment of the Control Areas

The expected commencement date for the assignment is April 2023. The duration of the assignment shall be twelve (12) calendar months from the date of the contract signature. The Eastern Africa Power Pool now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:

  1. Core Business (Areas of Expertise);
  2. Years in Business;
  3. Experience similar Assignments. For each project performed, the consultant shall provide the name and contact address of the client (office and e-mail address, and telephone number), date(s) of execution, name(s) of lead and associate firms, contract amount, and financing sources.; and
  4. Technical and Managerial Capability.

Key Experts will not be evaluated at the short-listing stage.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 revised November 2017 and August 2018, and November 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

A Consultant will be selected in accordance with the Quality and Cost – Based Selection (QCBS) method set out in the Procurement Regulations
