Strategic Vision and RoadMap
Strategy for Power Market Development
The Eastern Africa Power Pool (EAPP) has developed a Strategic Plan and a short-term action plan to achieve a reliable integrated regional power system and enhance multilateral power trade in an economically efficient manner. The plan is based on the EAPP’s objectives in the IGMOU and the approved Roadmap for Regional Power Systems Integration, as well as up-to-date information on internal strengths and weaknesses and external opportunities and threats.
The EAPP identified four strategic themes that require a planned and well-coordinated response over the next ten years (2018-2028). The 2018-2028 Strategic Plan uses a balanced scorecard system and includes cross-functional representation of the EAPP organs to ensure ownership. The plan outlines the strategic themes, objectives, and initiatives required to make the organization’s mission, vision, and objectives a reality.
The Strategic Plan provides direction to EAPP members and development partners to implement the organization’s objectives. The framework increases accountability for EAPP’s mission delivery and ensures that the organization delivers the best outcomes to its members, partners, and development partners.
The EAPP has established four strategic themes for the next ten years based on the situational analysis and priority areas of action indicated in the EAPP Roadmap:
- Power Infrastructure Development.
- Development of Regional Power Market.
- Excellence in Operational Activities.
- Learning and Growth.
To achieve these strategic themes, the EAPP has actively worked with development partners, including the Royal Government of Norway, the European Commission (EC), the African Development Bank/Infrastructure Project Preparation Facility (AfDB/IPPF), the United States Agency for International Development (USAID), and the Swedish International Development Cooperation Agency (SIDA). The current initiatives under the strategic plan are being supported by the International Development Association/World Bank.
