Position: Project Procurement Officer (Local)| Individual Consultant

Organization: Eastern Africa Power Pool (EAPP)
Duty station: Addis Ababa, Ethiopia.
Reports to: PIU Project Coordinator.
Contract Period: One year (Subject to 6 months Probation period)
Expected Start Date: April 2024.

AFRICAN DEVELOPMENT BANK GRANT: (PROJECT ID: P-Z1 – F00 – 152)

The Eastern Africa Power Pool (EAPP) intends to apply for financing from the Africa Development Bank toward the cost of the ‘’Eastern Africa Power Pool (EAPP) institutional capacity building project’’ and intends to apply part of the proceeds for consulting services.

The consulting services (“the Services”) of the Procurement Officer (Local) will include:

Providing guidance to the EAPP on procurement aspects of the Project’s operation and ensure the maintenance of sound Procurement arrangements consistent with agreements, manuals, and project documents.
Preparation of Annual Procurement Plans.
Bidding Documents, Evaluation Reports and Contract Documents.
Preparation of Standard Bidding/Procurement Documents for EAPP in line with AfDB procurement guidelines.
Updates the EAPP Procurement Manual.
Preparation of EAPP internal and external procurement Audit Guidelines.

The expected time of commencement of the assignments will be April 2024. The total input of the assignment is 12 months, not renewable.

Qualifications and Experience:

Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:

Academic specialization: The consultant should have a minimum of Bachelors/Master’s Degree in Business Administration, Economics, law, Engineering or any other relevant field from a recognized university.

Professional experience: S/he should have relevant work/practical experience of at least five years for applicants with MA/MSc degree or seven years for applicants with BA/BSc degree as a Procurement Specialist. The candidate should have demonstrated experience in projects financed by external donors such as the AfDB. Communication and training skills are essential.

Training Requirement: The consultant should have taken training on public procurement. Having experience with EAPP or other similar utilities will be an added advantage

The Eastern Africa Power Pool (EAPP) now invites eligible individual local consultants (“Consultants”) to indicate their interest in providing the Services. Interested individual consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.15, 3.16, and 3.17 of the Africa Development Bank’s “Rules of procedures for use of Consultants” May 2008 edition revised July 2012”, setting forth the Africa Development Bank’s policy on hiring of consultants.

Duration of the Assignment

The duration of the assignment/service is for only one years, subject to 6 months’ probation period with satisfactory performance before confirmation. The expected start date is April 2024.
