Consultancy Services for the Preparation of Human Resource Management Manuals for the Independent Regulatory Board (IRB) Secretariat | Individual Consultant

The Eastern Africa Power Pool (EAPP) has received financing from the World Bank toward the cost of the Tanzania-Zambia Transmission Interconnector Project and intends to apply part of the proceeds for consulting services. The consulting services (the Services”) include the provision of Consultancy Services for the Preparation of Human Resource Management Manuals for the Independent Regulatory Board (IRB) Secretariat. 

The objective of the Assignment

The objective of the assignment is to develop/update the Staff Rules and Regulations, Code of Conduct and Disciplinary Action, Delegation of Authority, Performance Management Policy, Signing Register, Training Policy, Job Descriptions for IRB Staff, Job Structure Manual, Organizational Structure Manual, HIV AIDS Policy, and Executive Summary for the Assignment. 

Scope of Work

The scope of the consultancy is divided into three parts (task 1) an assessment of the existing EAPP documents, (task 2), Modifications and development of the Human Resource Manuals, and (task 3) a Presentation of the summary of the deliverables to the IRB board and working groups.

Required Qualifications/Competencies

The Consultant shall be an experienced individual consultant, especially in relation to designing and developing gender-responsive human resource manuals with no less than ten (10) years of experience in similar assignments. Experience in the African environment will be an added advantage.

She/he shall hold at least a Master’s degree in Management/Business Administration or a related field with not less than ten (10) years of experience in inclusive human resources development; institutional building; organizational structures, designations of functional units with their roles and responsibilities, gender equality and women empowerment and inclusive human capacity development, out of which not less than five (5) years must be in a senior position in Human Resource Development in a reputable organization.

Implementation Arrangements

The Consultant will work under the direct supervision of the IRB Secretariat and will be accountable to the IRB Lead Coordinator. The Consultant will work closely with a Technical Team composed of Focal Persons including gender focal persons from all partner states will be nominated by the IRB board. The Focal persons in each Partner State shall provide timely comments that will be needed by the Consultant while undertaking the duties of this consultancy work.

EXPRESSIONS OF INTEREST

The Eastern Africa Power Pool now invites eligible individual consultants (“Consultants”) to indicate their interest in providing the Services. Interested individual consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 revised November 2017 and August 2018, and November 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

The consultant will be selected in accordance with the Individual Consultant Selection method set out in the Procurement Regulations.

Duration of the Assignment

The duration of the assignment shall be 6 calendar months from the date of the contract signature. The expected commencement date for the assignment is June 2023.
